Teemad
Since June 2025 the Estonian Research, Development, and Innovation Organization Act (Teadus- ja arendustegevuse ning innovatsiooni korralduse seadus, TAIKS) lists under the principles of research and development also the public availability of the results and data of research and development funded by public funds, unless non-disclosure is in accordance with other legislation.
Public access to research and development data means publishing datasets or software code created as a result of research in repositories that allow a DOI (digital object identifier) to be assigned to the published dataset or code. This makes published data findable, accessible, interoperable, and reusable—in other words, compliant with the FAIR (Findable, Accessible, Interoperable, and Reusable) principles, which are also part of the European Research Area agreements. In this context, data interoperability means that different systems can read and interpret data in the same way. Applications for European research funding show that published datasets and software codes are valued alongside open-access publications.
